Infant/Toddler Safe Sleep Policy

Date Adopted: September 19, 2011
Revisions: April 28, 2016

Purpose:
Sudden Infant Death Syndrome (SIDS) is the unexpected death of an otherwise healthy infant where no cause can be determined through autopsy, investigation, or review of medical history. To minimize the risk of SIDS and promote safe sleep, Brentwood Child Care adheres to the following safe sleep practices and regulations, in accordance with North Carolina state law and the American Academy of Pediatrics.

Safe Sleep Practices

  1. Training:
All child care staff who work with infants will receive training on the Infant Safe Sleep Policy to ensure consistent practice and care.
  2. Sleep Position:
Infants will always be placed on their backs to sleep. Babies are only placed in their cribs for sleep. When babies can independently roll over from their back to their stomach, they may assume any sleep position they prefer. Parents will provide written consent if their child can turn over independently.
  3. Consistency at Home:
Parents and child care providers should maintain consistent sleep practices. Discussions between staff and parents will address situations where a baby turns onto their stomach or side during sleep.
  4. Monitoring:
Sleeping infants will be checked every 15 minutes. These checks will ensure the baby’s skin color, breathing, and overall sleep quality are normal. Any signs of overheating, such as flushed skin or restlessness, will be closely monitored.
  5. Room Temperature:
To prevent overheating, the room temperature will be maintained between 68°F and 75°F, with a thermometer kept in the infant room. We will avoid excessive bedding or clothing.
  6. No Swaddling:
Infants will not be swaddled while in our care.
  7. Head Coverings:
Infants' heads will not be covered with blankets or other items while sleeping.

Safe Sleep Environment

  1. Crib Setup:
Cribs will be free from loose bedding, pillows, bumper pads, or stuffed animals. Only a tightly fitted sheet on a firm mattress will be used.
  2. No Objects in Crib:
Toys, stuffed animals, bibs, or other items will be removed from the crib when the infant is sleeping. Pacifiers may be used.
  3. Crib Safety:
Only one infant will be placed in a crib at a time, except in the event of an emergency evacuation.
  4. No Smoking:
Smoking is strictly prohibited in the infant room or anywhere on the premises.
  5. Policy Notification:
All parents/guardians of infants will receive a written copy of this policy prior to enrollment, ensuring that they are informed of our safe sleep practices.
  6. Bottle Policy:
Infants cannot be placed in their cribs with a bottle. Bottles brought by parents must only contain formula, milk, or water—no added products like cereal or medication. Bottles and sippy cups must be clearly labeled with the child's full first and last name and current date. Staff will not prepare or serve bottles or cups that are not labeled properly.
  7. Tummy Time:
Infants will be given supervised tummy time while awake to encourage healthy development.

Best Practices

  1. Emergency Drills:
Staff will participate in "Unresponsive Infant" practice drills twice annually, in April and October, to ensure preparedness for any emergency situation.

Tobacco-Free, Nicotine & Cannabis/Weed Policy

Objective:
The primary goal of this policy is to maintain a tobacco-, nicotine-, and cannabis-free environment to ensure the health, safety, and well-being of all children, families, staff, and visitors at Brentwood Child Care. By adopting this policy, we aim to create a clean, healthy space where children are free from exposure to harmful substances, fostering positive habits and behaviors for their future.

Policy:
Brentwood Child Care strictly prohibits the use of any tobacco, nicotine, or cannabis products in any form within the premises. This includes smoking, vaping, and the use of smokeless tobacco, both in and around the center, including all indoor and outdoor areas, vehicles, and property at all times.

The following items are covered under this policy:

  • Cigarettes, cigars, and pipes
  • Smokeless tobacco (chewing tobacco, snus, dip, snuff)
  • Electronic nicotine delivery systems (e-cigarettes, vaporizers, vapes)
  • Non-FDA-approved cessation nicotine products
  • Cannabis products, including marijuana and other smokable or vapable substances
  • Any other products that simulate smoking or nicotine use, including herbal smoking products

This policy applies to all employees, volunteers, parents, guardians, visitors, vendors, and anyone on the premises.

Scope and Compliance:

  1. Tobacco-Free Campus: There will be no use of tobacco or nicotine products anywhere on the premises of Brentwood Child Care, including the outdoor play areas, pathways, and parking lots.
  2. Tobacco-Free Vehicles: Smoking, vaping, or the use of any tobacco or cannabis products is not permitted in any vehicle on campus, even when transporting children.
  3. No Use by Staff or Volunteers: Employees, volunteers, and visitors are prohibited from using tobacco or nicotine products while on campus. If any staff member or volunteer uses tobacco products while off-campus during their break, they must change their clothing and wash their hands thoroughly before returning to the center.
  4. Field Trips and Outdoor Activities: All staff and volunteers must refrain from using tobacco products during field trips, walks, and any outdoor activities that involve children.
  5. Secondhand and Thirdhand Smoke: As a further precaution, any staff member or visitor who enters the center smelling of smoke or nicotine will be required to change their clothing and wash their hands before entering the classrooms or child care areas. This ensures that children are not exposed to secondhand or thirdhand smoke, which has been shown to have harmful effects, especially for young children.

Health Risks and Importance of the Policy:
Exposure to tobacco, nicotine, and cannabis products, whether through direct use, secondhand smoke, or thirdhand smoke, can have severe consequences on children’s health and development.

  • Secondhand Smoke: Involves inhaling the smoke exhaled by the smoker or the smoke from the burning end of a cigarette, cigar, or pipe. This smoke contains over 7,000 chemicals, many of which are toxic and can cause cancer. Exposure to secondhand smoke increases the risk of asthma, respiratory infections, ear infections, Sudden Infant Death Syndrome (SIDS), and behavioral problems in children.
  • Thirdhand Smoke: The residue left on surfaces and objects after tobacco or nicotine products are smoked. Thirdhand smoke contains harmful chemicals like arsenic, lead, and cyanide, which can linger on clothes, furniture, carpets, and vehicles. Children, who often play on the floor or come into close contact with surfaces, are especially vulnerable to thirdhand smoke exposure.
  • Nicotine Poisoning: Electronic cigarettes and other nicotine devices present additional dangers, especially to young children. Due to the rise in e-cigarette use, nicotine poisoning from these devices has increased, with children under six accounting for a significant portion of these incidents.

According to the Centers for Disease Control and Prevention (CDC), there is no safe level of exposure to tobacco smoke, and even brief exposure can be harmful. The American Association of Poison Control Centers (AAPCC)reports a significant increase in nicotine poisoning incidents, particularly in children, from e-cigarettes and liquid nicotine.

Action Steps to Promote Health:

  1. Adopt a Tobacco-Free Environment: We strongly encourage families to create a smoke- and vape-free environment in their homes and vehicles to protect children from exposure to harmful substances.
  2. Educate and Raise Awareness: Learn about the risks of tobacco toxins and explore resources to help quit smoking or vaping. Encourage others to quit and advocate for smoke-free homes.
  3. Avoid Exposure to Secondhand and Thirdhand Smoke: Ensure that children are not exposed to secondhand or thirdhand smoke by creating tobacco-free environments.
  4. Use Alternative Transportation: When possible, refrain from smoking or vaping while in a vehicle transporting children to or from the center.

Enforcement and Accountability:
Brentwood Child Care is committed to enforcing this tobacco-, nicotine-, and cannabis-free policy. Failure to adhere to this policy will result in:

  • Staff and volunteers being asked to change their clothes and wash their hands thoroughly if they smell of smoke or nicotine before reentering the center.
  • Visitors and parents who smell of tobacco or cannabis being asked to refrain from entering the classrooms or child care areas unless they change their clothing.

If you or someone in your household is interested in quitting tobacco, nicotine, or cannabis use, we encourage you to reach out to the 1-800-QUIT-NOW hotline for support and resources.

Acknowledgment of Policy:
By signing below, you acknowledge that you have read and understand Brentwood Child Care's Tobacco-Free, Nicotine & Cannabis/Weed Policy. You agree to adhere to the guidelines outlined in the policy for the safety and well-being of all children, families, and staff members.

For Questions or Support:

If you have any questions regarding this policy or need assistance in quitting tobacco or nicotine, please contact Brentwood Child Care at (919) 872-6004. For further support on quitting, please call 1-800-QUIT-NOW.

Children are strictly prohibited from entering the pump house or approaching the chemical room.

Children cannot enter the water until staff are in their assigned positions, and staff on the pool deck have designated seating areas to maintain full observation of children in the water.
  2. Staff Absence:
If the lifeguard or a staff member leaves the pool area, all children must exit the water and sit against the fence. Lifeguards cannot be in the water with children while others are out.
  3. Age & Potty Training Requirement:
Children must be at least 4 years old and fully potty trained (no diapers or swim diapers) to participate in aquatic activities.
  4. Pool Attendant:
A pool attendant must be present in the water at all times, ideally stationed where most children are swimming.
  5. Staff Focus:
Staff must devote their full attention to supervising children in the pool. Distractions such as reading, phone use, and excessive staff conversation are prohibited during aquatic activities.
  6. Bathroom Protocol:
Ensure all children use the bathroom before pool time. If a child vomits or has an accident in the pool, the child must be removed immediately, and the lifeguard will follow proper cleaning protocols. In the case of a bowel movement, the pool must be shocked and closed for 24 hours.
  7. Assisting Outside the Pool:
Lifeguards and pool attendants may assist staff with other duties outside of the pool area, when necessary.

Children must shower before entering the pool area and be rinsed off after swimming.
  3. Travel Log:
A travel log will be maintained to track which children are present at the pool. The log must be updated if any children leave during aquatic play.
  4. Changing Areas:
Children may change in the classroom, with separate areas for boys and girls. Staff will monitor the changing process, providing assistance only when necessary. Clothing not used for swimming should be stored in cubbies.
  5. Towel Requirement:
Every child must bring their own towel (siblings cannot share). All swim items must be taken home daily for washing.
  6. Escort Requirement:
Children must be escorted to and from the restroom or any area outside of the fenced pool area.
  7. Swim Test:
All children must pass a swim test to swim in water deeper than 3 feet. Swim tests are conducted on Fridays, and children who pass will wear a wristband for identification.
  8. Slide Use:
The pool slide is only available to children with wristbands, and they must use the slide feet first. The lifeguard may assist swimmers in the shallow end by catching them in the pool.
  9. Proper Swim Attire:
Children must wear a swimsuit or swim trunks. T-shirts and swim caps are allowed. All jewelry, buttons, zippers, beads, and hair accessories must be removed before entering the pool.
  10. Health Restrictions:
Children with open sores, bandages covering certain areas, or ringworm are not permitted to swim.
  11. Sun Protection:
Children must apply sunscreen before arriving at the pool. After swimming, lotions or deodorants are not permitted.

Discipline:

  1. Discipline Policy:
Brentwood Child Care’s discipline policy applies to all pool activities. Staff should address behavior issues promptly and report persistent misbehavior to the office.
  2. Horseplay:
If children engage in horseplay, staff must notify the office for further action.
  3. Time Out of Pool:
Children should not be excluded from pool activities for longer than necessary to cool down or refocus.
  4. No Dunking or Pushing:
Dunking or pushing children into the pool is strictly prohibited.
  5. Respect for Children’s Wishes:
Never force a child to remain in the pool if they wish to leave.

Pool Area Maintenance:

  1. Chemical Checks:
Pool chemicals must be checked three times daily by the Certified Pool Operator (CPO) or lifeguard.
  2. Cleaning Before Closing:
The pool and surrounding areas must be cleaned before closing. Trash should be emptied, and liners replaced.
  3. Debris-Free Deck:
The pool deck must be clear of any debris at all times.
  4. Staff Uniforms:
Staff must wear appropriate swim attire: female staff in one-piece swimsuits and male staff in swim trunks. Lifeguards must be prepared to perform life-saving actions and wear no socks or shoes.

Weather-Related Procedures:

  1. Clear Sky Conditions:
Children may swim for their full allotted time if the sky is clear.
  2. Rain with Visibility:
If rain occurs but the bottom drain is still visible, children may remain in the pool.
  3. Thunder:
At the sound of thunder, all children and staff must immediately exit the pool area. Lifeguards will determine when it is safe to reenter.
  4. Code Orange or Red:
If the humidity reaches Code Orange or Red, pool time will be limited to one-hour increments.

Off-Site Aquatic Activities:

  1. Policy Compliance:
The same safety policies apply for off-site aquatic activities, with additional supervision and headcounts to ensure children's safety.
  2. Supervision at Off-Site Locations:
At least half the staff present for the off-site trip must be in the water, and staff must be assigned to areas where they can see and hear children at all times.
